General Manager - Emergency Response Training Center

Transportation Technology Center, Inc.

Minimum salary: $70,393

Primary Duties:
Provides general program and project management and oversight for all ERTC operations. Provides leadership and direction for Training Operations Managers, Instruction staff and curriculum development. Manages implementation of all ERTC budgets and marketing plans, course development, proposals, grants and contracts. Represents ERTC on committees and boards. Provides strategic direction for ERTC business unit. Serves as ERTC's primary spokesperson and direct marketer with face to face selling skills.

Minimum Qualifications:
BS/BA Degree or equivalent experience with excellent reading, writing, and oral communication skills. Prior leadership and management experience with demonstrated team building ability essential. Full complement of emergency response experience required in multiple CBRNE situations, including demonstrated substantial field response team leadership effectiveness. Hands-on emergency management and incident command experience required. Hazardous Materials Technician Certification required. Demonstrated instruction ability with proficiency in an industrial hazards response environment required, with skills in presenting risk management in a CBRNE environment, including Incident Command and NIMS protocols. Prior railroad experience is a plus. Complete and intensive knowledge of chemistry relating to commercial chemicals, occupational health and safety issues, hazardous materials regulations and standards, and full familiarity with applicable NFPA and OSHA regualtions. Must be willing to travel off site to promote ERTC initiatives and provide training. Must have excellent contacts and rapport with key personnel across the spectrum of hazardous materials response stakeholders.

PREFERRED QUALIFICATIONS IN ADDITION TO MINIMUM:
Bachelor's Degree in business Managment/Adminstration or Education or related technical field. Hazardous Materials Specialist Certification. Minimum of fifteen (15) years experience as an emergency responder. Minimum of ten (10) years experience as response manager in hazardous materials environment. Railroad response and incident command; highway emergency response and shipper/chemical manufacturer facility experience highly desirable. Demonstrated leadership and group dynamics skills. In depth knowledge of 29 CFR, 49 CFR, 40 CFR and NFPA 472. Familiarity with Canadian, Mexican and UN dangerous goods regulations and application/training of QA/QC processes in a hazmat environment a definite plus. Knowledge of IFSAC and Proborad Protocols. Prior experience in hazardous materials training course development. Proficient in the use of MS Office software with emphasis in Power Point. Extensive knowledge in budget management and strategic business planning and opportunity evaluation. Demonstrated marketing and sales ability in serving the hazardous materials community preferred. Familiarity with Federal, State and Local government agency processes for requesting, awarding, contracting and performing hazmat response activity a definite plus.
