Transportation Regulatory Compliance Manager - #1470

Role Purpose
Manage the compliance of distribution activities of Syngenta products and materials within NAFTA with all relevant national and International transport regulatory requirements and company policies. Communicate the impact of distribution safety policies and regulatory programs to all NAFTA Supply Chain Stakeholders. Compile, submit, and maintain NAFTA non-compliance reporting to Global Distribution, Basel. Ensure that global, regional, and US distribution safety programs are administered in a balanced and uniform manner.

Accountabilities
Review the properties of all materials managed by NAFTA Supply Chain and classify them for regulatory and transportation purposes. Assign DOT hazard classification. Populate, Review, and Maintain classification data in SAP, IDS, MSDSs and Special Instruction systems.

  • Facilitate transportation regulatory training programs for NAFTA Supply Chain.
  • Provide NAFTA Supply Chain with distribution safety expertise to ensure compliance with regulatory requirements, Syngenta global standards, and industry best practices.
  • Promote and advocate NAFTA Supply chain positions on the Syngenta Global Distribution Safety Council.
  • Represent Syngenta on industry association committees and boards. Develop position papers to feed comments into the regulatory development process.
  • Provide regulatory and technical support to Syngenta customers and business partners to promote safe and efficient distribution to the end-use customer.
  • Deliver information on distribution timing, mode, potential, and limitations to the Planning Group to assist in resource allocation.
  • Research and interpret regulatory changes, and establish a strategy to maximize Syngenta Distribution efficiency while minimizing risk and maintaining compliance.
  • Facilitate, and submit reports on the NAFTA distribution safety audit program. Ensure all NAFTA distribution incidents and non-conformances are appropriately reported and reviewed. Represent NAFTA audit activities on the Global Distribution Safety Committee.
  • Assume the lead role in penalty negotiations to reduce the financial and reputation impact of transportation compliance violations.

    Knowledge, Experience & Capabilities –
    Critical knowledge

  • A thorough understanding of US and International transportation safety programs is essential. The experience and knowledge to review and interpret current and proposed regulations to assess the impact on the company's operations is required. Familiarity with chemical properties and the ability to translate published scientific data into transportation hazard classifications is critical.

    Critical experience

  • Minimum 10 years experience with transportation/distribution of chemical products and/or formulations. Hands-on application of classification principles necessary. Demonstrated experience applying risk assessment principles into compliance policies and programs.

  • Ability to communicate the regulatory requirements effectively to all stakeholders including customers and various agencies.

    Critical Success Factors and Key Challenges
    The role requires a commitment to achieve the highest level of safety in the distribution of the company's products. This calls for strong action at times when conflicting objectives arise. The requirements of the marketplace have to be balanced between safety needs and delivery expectations. Investigating causes of incidents and non-conformances to learn where the system failed, and the ability to recommend corrective action is essential. The ability to lead multi-functional teams to achieve operational changes is a necessary part of this role.
