Primary Duties
Primary duties include assisting and supporting the Executive Director Tank Car Safety in managing tank car
applications, preparation of the Tank Car Committee (TCC) docket, and tracking and implementing TCC business.
In addition, assists the Assistant Vice President Environment and Hazmat.
The incumbent will assist and support the Executive Director Tank Car Safety in his participation in and
coordination of industry efforts to correct known causes of tank car failures and develop improved tank
car designs and in the work currently being performed by the RSI-AAR Tank Car Safety Project. The position
will assist in the processing of tank car applications, preparation of the Tank Car Committee dockets,
implementing and tracking of TCC action items, and preparing the annual TCC report.
This position reports to the Assistant Vice President Environment & Hazmat and will work with
other AAR staff to formulate and support technical analyses of legislative and regulatory initiatives
in the environmental, energy, hazardous materials and tank car areas. The incumbent performs analyses
that support AAR policy formulation with government agencies, Congress and AAR member roads. The incumbent
assists in formulating recommendations for strategies to achieve AAR's environmental and hazardous materials
policy objectives and assists in developing responses to legislative and regulatory initiatives in the
environmental and hazardous material area. The incumbent will also support the work of the Environmental Affairs
Committee and Hazardous Materials (BOE) Committee in performing regulatory analyses.
Minimum Qualifications:
The job requires a minimum of a bachelor's degree in engineering (preferably mechanical).
The incumbent must also have a working knowledge of environmental, hazardous materials, and tank car
regulations affecting the railroad industry and assist in responding to adverse regulations. The incumbent
must have knowledge of the railroad institutional, operating and policy environment. A working knowledge of
risk management, including experience in performing risk assessments and knowledge of risk assessment methodology is preferred.
Experience in use and development of software (e.g. Word, Excel, Access, Power Point) to support the above programs
is preferred. Experience in the design and construction of freight cars and the design requirements for pressure
vessels and tank cars as contained in DOT and Transport Canada regulations is preferred. Knowledge of metallurgy,
fatigue design, proficiency in statistics, and an interest in the rail transportation of hazardous materials is also
desirable. Moderate travel is required.
Salary: Commensurate with experience.
